At the “International Symposium on Environmental Regulations and Best Practices for the Coatings Industry in 2017” held in Beijing on January 13th, the participants combined the relevant guidelines and implementation status of solid waste in North America, Europe and China, as well as the experience of handling advanced solid wastes. The ways to handle solid waste such as coating occupational solid waste treatment, waste packaging treatment, and disposal of paint disposal were discussed. It is understood that the state stipulates that solid waste generated by enterprises must be disposed of by a third party with processing qualifications, but now in China, the disposal of disposal agents can be limited and the level is uneven. What is even more troublesome is that the country has limited organization to provide discriminating qualifications. Although all localities are actively expanding the disposal of disposables, they still have serious shortages. Some companies have 3 to 5 months a year. No suitable third party could be found to handle the discard. And the pressure to deal with the cost is very large, especially in some southern cities, the cost of throwing things and even reaching 18,000 yuan / ton. The definition of hazardous wastes in the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes refers to solid wastes with risk characteristics that may be listed in the National List of Risk Wastes, perhaps based on the risk waste identification specifications and identification methods set by the State. Therefore, although water-based paints are not listed in the National Risk Waste List, they still need to be determined according to the national risk-discipline identification specifications and identification methods to determine whether they are classified as risk waste.

Reduce VOCs to see the whole life cycle
In recent years, the regulatory measures for the emission of VOCs in China have been tightened. See Figure 1. The “Occupational Volatile Organic Compound Reduction Action Plan” promulgated in 2016 selected 11 key occupations such as paints, cars and furniture to accelerate the treatment of waste gas. During the implementation period of the program from 2016 to 2018, the program will reduce the use of solvents such as benzene, toluene, xylene and dimethylformamide (DMF) and additives by more than 20%, and the proportion of low (no) VOCs coating products will reach over 60%. He argues that companies and governments should consider the direct and indirect dedication to pollution reduction and the relationship between waterborne coatings and water pollution, solvent-based coatings and air pollution. Together, we should also pay attention to the secondary pollution of VOCs emission reduction means and correctly select suitable exhaust gas treatment equipment. For example, the combustion method will add nitrogen oxides and carbon dioxide emissions; the absorption method will cause water pollutants; the adsorption method will bring solid waste pollution. Thus, the analysis of benefits based on the full life cycle is the key to selecting reasonable skills.
Yang Yuande, secretary-general of China Coatings Industry Association, believes that the “three wastes” that occur during the coating process are far greater than those that occur during the paint production process.
